Implement Sending ACK Messages from the CLI #44

Summary
Make it so users can manually send ACK messages from the SOTI CLI.

Details
When a user sends a command using the CLI, the format is as follows:

send <cmd ID> [message body data] [key-value options]

An example might look like:

send PLD_SET_ACTIVE_ENVS 0b110100111100111 priority=22 from=ADCS

As you can see, the user has the ability to specify some key-value options at the end. These options change certain properties about the final message that gets sent to the satellite. priority changes the priority value encoded in the bytes of the message, for example.

Now, we want to add a new option for specifying whether the message is an ACK message. This lets the user of the SOTI CLI test certain niche scenarios to see how the satellite reacts to unexpected ACK messages.

For this task, you will have to add an ack=true/false option. It will only affect a few lines in the parse_send function of parser.py.

✅ Completion Criteria

• Added ack option here in parser.py.
• The construction of messages here correctly initializes the is_ack field based on the value of the ack option (or false if not specified).
• The code still runs with no errors (test by sending commands in "No Device" mode).
