The candidate contains exactly one repository-content change:

.github/CODEOWNERS

with @verifrax-systems as the canonical independent owner.

The candidate head was reconstructed after correcting a commit-identity/signature mismatch. The corrected commit preserves the exact parent, tree, patch, and CODEOWNERS object and is verified by GitHub with a valid signature.

No branch push occurs in this operation.

This pull request deliberately does not mutate branch protection. require_code_owner_reviews remains false until this exact CODEOWNERS authority is independently reviewed and governed onto main.
