Unpinned nightly rustfmt started re-wrapping comments, failing every PR without a code change. Pin to nightly-2026-02-11 (same as rs-relay); the tree is already clean against it.

Branch protection requires the ci jobs, but ci ignored .github/** so any workflow-only PR could never satisfy them (e.g. #35).

nightlyrustfmt started re-wrapping comments, so the Formatting job fails on every PR without a code change (e.g. #34). Clippy on unpinned nightly has the same exposure to new lints.nightly-2026-02-11, the date rs-relay uses. The tree is already clean against it, so no reformat is needed.
