Prepare the next GitHub Delivery release after the runtime-verification consumer landed.

• bump package.json from 1.3.8 to 1.4.0
• move the current Unreleased changes into a 1.4.0 release section
• document project-local runtime-verification receipt consumption from PR feat: consume head-bound runtime verification receipts #413

1.4.0 is a MINOR bump because runtime-verification receipt consumption is a new backward-compatible supported capability.
