Retain acknowledged underwriting outcomes and synchronize releases and issuance independently through bounded cursors and shared accessors. Keep operational obligations and replay protection instead of cumulative reporting history, with explicit governance recovery for pending returns. Credit LIQ directly through restricted custody settlement. Bank backed WIRE claims separately so recipient callbacks cannot block LIQ release, and retain unbacked rounding residuals until they can be settled. Include rebuilt contracts, regression tests, and integration guidance. Existing deployments require a coordinated table migration. Validation: all 41 contract suites passed (1,100 cases). Underwriting and emergency live flows passed before the final constants cleanup. The rate-limit live run stalled on Solana compute exhaustion; external wallet completion for that run remains unverified. Change-Id: Ic7e3a819ecdc5acb362bdc33a49e39fe7f11a710
Remove sysio.reserv, sysio.uwrit and the swap-underwriter plugin. Retire external collateral, reserve and swap dispatch, clients and fixtures while preserving native collateral, LIQ settlement and OPP. Keep protocol identifiers and compatibility fields stable. Validation: all-target build; 39 contract suites; host relay tests; 13 enabled flows mapped to 67 native cases; live LIQ wallet settlement. Change-Id: I322fd657526d821325c740f44a706dfd206e0893

In dispatch_attestation, SWAP_REVERT, DEPOSIT_REVERT, OPERATORS and BATCH_OPERATOR_GROUPS shared case labels with NODE_OWNER_REG and had no break, so an inbound payload of any of those types from the node-owner source outpost was decoded and processed as a NodeOwnerRegistration. They now break on their own; only NODE_OWNER_REG reaches dispatch_node_owner_reg. Adds outbound_only_types_never_reach_node_owner_dispatch: a well-formed NodeOwnerRegistration delivered under each outbound-only type leaves no owner or audit row (fails against the previous wasm, passes now). contracts_unit_test --sys-vm: no errors. OVERVIEW, PLUGINS, contract READMEs, EMISSIONS.md, docs/ guides and plugin READMEs now describe the current set: liq syndication (sysio.synd / sysio.bond / sysio.liq), node-owner registration, depot-native sysio.opreg collateral, sysio.chalg envelope disputes, sysio.andon, and the depot-local sysio.swap AMM. sysio.reserv, sysio.uwrit and underwriter_plugin are described only as removed. msgch node-owner dispatch fix + docs for the syndication feature set
Restore twelve contracts to the syndication parent artifacts where no executable source dependency changed. Retain the source-backed WASM updates and intended contract deletions. Validation: exact base-byte checks and all 39 contract suites passed using the corrected artifacts. Change-Id: I5a96160a281ddf2b4506705d644a7f830f3bb41f

Unpublished parent commit
The remote parent branch has not been changed. This draft currently also includes inherited parent commit 582e3e5135: Simplify syndication custody and settlement. It is separate from this PR's cleanup commit. Fast-forwarding the parent to that commit will leave a cleanup-only diff.
