three verbs in the binary over the existing flags: run builds then executes (cpu in-process and nvidia via the revived src/exec launcher behind rt_desc_t), build collapses the ocaml and fortran chains, doctor reports and self-tests. amd/hsa left on its own api for now, the contract is ready for it.

A few months of work in one go. All 67 of ggml-cuda's files now reach the IR, and 47 of its kernels lower to the new SASS backend, which writes a cubin the card loads directly. Along the way the lowerer picked up class templates, constexpr, variadic packs, references and a pile of fixes, and kath grew run, build and doctor verbs. And I never want to have to read a machine dump ever again, lmao omg it's been rough.
