The problem is: say you have an open PR on the ACT rules repo and you're editing a rule example (whether passed, failed, or inapplicable), and that example has one or more assets (for example: a .css file or a .js file). Then you go to the netlify preview of your PR, then you go to that rule example in its "open in a new tab" form. The problem is: the example will be broken, because the assets won't get loaded, because the assets' paths are wrong.
The goal of this is issue is to make it work.
A related goal, with debatable importance, is to also make a localhost build work.
To get this working is important, and maybe even necessary, for work to proceed on act-rules/act-rules.github.io#2022
