What to build
Wire a workflow_dispatch (act-board and/or CG) that takes a single ruleId and the confirmed changelog (same contract as #64: YAML file in the repo or equivalent, not a free-text dump of git subjects). Run the extended approve-rule path and open one PR on w3c/wcag-act-rules for AGWG review.
Do not batch rules. Do not auto-open tens of PRs on the first board run. No “open all reviewable” in this ticket. Weekly board sync must not call this.
The intended way to produce the changelog and trigger this is the skill in #73 (confirm, then dispatch or run locally). This ticket is the mechanical “open one PR” wiring.
