What to build

When an implementation’s mapping for a rule leaves complete, comment on that rule’s act-board issue and @ the mapped GitHub handle. Transition-only (no comment every weekly run). At most one ping per implementer per rule per run. Needs an implementer → GitHub handle map. Weekly body sync must not @people.

Acceptance criteria

• Comments only on complete → not-complete transitions
• Handle map is data, not hardcoded in several places
• No mentions from routine body/field updates
