feat: establish production AdoBot Telegram runtime

Summary

Establishes the production AdoBot Telegram runtime and its validated BBE integration on python-termux-production.

This change provides the foundational production runtime for:

• AdoBot Telegram command registration and routing
• Public and administrator command surfaces
• Fail-closed administrator authorization
• Structured command context and responses
• Audit/event recording
• BBE channel, program, schedule, and archive integration
• Charmed catalog and scheduling metadata automation
• Transaction-safe schedule/program synchronization
• Duration-aware playlist generation
• Telegram integration for TV, schedule, live, premieres, latest, shows, and search

Validation

The implementation was validated through offline and production-safety audits, including:

• Python compilation and AST validation
• Required dependency validation
• Telegram handler preflight and final audit
• Charmed catalog/media validation
• Charmed scheduler positive-path validation
• Schedule/program transaction integrity validation
• Intentional rollback testing
• SQLite foreign-key and integrity checks
• Search SQL validation
• Authorization-gate preservation
• Production database safety checks
• Staging boundary and content audits
• git diff --cached --check
• Remote branch SHA verification

Broadcast Safety

The Charmed automation preserves an explicit broadcast authorization gate.

Production state remains:

• broadcast_authorized=0
• No Charmed production schedule activated
• No unauthorized broadcast performed
• No actual broadcaster activation performed

Broadcast/media rights must be explicitly confirmed before any future production broadcast activation.
