Add an opt-in versioned JSON execution contract for programmatic PCW clients. Existing text output, command-local
--jsonpayloads and saved artifact formats remain compatible. The newrun inspectcommand verifies completed artifacts and reports a read-only snapshot without creating locks or claiming resume eligibility.Validation: 224 installed-wheel unit, CLI, CPU ML and historical artifact/runtime compatibility tests passed. New cases cover structured errors, parser/help edge cases, legacy payload equality, lazy imports and corrupt completion data. Wheel/sdist builds, strict Twine checks and strict documentation build passed. A separate Go client completed the synthetic CPU workflow through this contract.
