The deny job in [PR #335](#335) fails before cargo-deny runs because its pinned shared workflow still invokes an older Secure Runner that fails on a Step Security STS HTTP 403. Bump the shared deny workflow to merged [tempoxyz/ci@f00e29b5](tempoxyz/ci@f00e29b) and update its exact-SHA Pinact exception. This includes the STS-failure fallback: warn and continue with the inline egress policy (audit by default), without applying StepSecurity's stored policies. It does not resolve the underlying STS rejection. Also refresh all ten direct gh-actions references to [a8467566](tempoxyz/gh-actions@a846756), tagged `2026-09-28T07-41-23Z-a8467566`, for the latest Secure Runner, vendored install action and workflow scanner. The shared deny pin is already merged, so this PR has no dependency on a new tempoxyz/ci PR. Validation: actionlint and git diff --check pass; verified the gh-actions timestamp tag resolves to the pinned commit and the shared deny revision includes the fallback.
