cle's CI resolves a referenced angr/binaries pull request and checks that out in place of master, which is what unblocked the fixture-dependent pull requests in that repository. The same step is wanted in angr's coverage and nightly workflows, in pysoot, and in angr-management, and pasting the twenty lines of shell into each would leave six near-identical copies to keep in step.

This adds the logic once as a composite action. It resolves the ref and outputs it, rather than doing the checkout itself, so each workflow keeps its existing actions/checkout step and whatever options it already sets — pysoot has a sparse-checkout, and the repositories pin different checkout versions.

Behaviour matches the step merged in angr/cle#738: angr/binaries#N or a pull request URL in the body selects refs/pull/N/head when that pull request is open, and anything else falls back to master, including an empty body on a scheduled run. A reference to a different repository is ignored.

Consumer pull requests follow in angr, pysoot and angr-management, plus one collapsing cle's inline block into a call. Those are blocked on this one, since they reference the action at master.

cle's CI grew a step that reads the pull request body, finds a referenced
angr/binaries pull request and checks that out instead of master. The same step
is wanted in angr's coverage and nightly workflows, in pysoot and in
angr-management, and copying twenty lines of shell into each of them would leave
six near-identical blocks to keep in step.

This is that logic once, as a composite action. It only resolves the ref and
outputs it, so each workflow keeps its own checkout step along with whatever
options it already sets, such as pysoot's sparse-checkout.
