This PR targets Dependabot alert #121. I couldn't read the alert from the sandbox, so I matched it to the dependency tree. The likely cause is Netty 4.1.137.Final, which comes in through
azure-core-http-netty1.16.7. Netty 4.1.138.Final fixes several advisories that affect 4.1.x up to 4.1.137: denial of service, header smuggling and memory leaks in the HTTP/1.1, HTTP/2 and SPDY codecs. Please check that the alert closes after merge.Changes (

From now on, upgrading Netty means bumping
netty.bom.version. The BOM overrides whatever version laterazure-core-http-nettyreleases bring in, so it needs to be kept current.
