Add an x86-64 Windows release archive with the GNU-LLVM ABI and UCRT (
x86_64-pc-windows-gnullvm).Existing Unix archives and downstream consumers remain unchanged.
Validation passed: cross-builds and archive comparisons for all four targets, PE inspection, workflow checks, and
lefthook run all.The Git-based test fixtures discard inherited hook variables. All 21 CLI integration tests passed with hostile variables and an unchanged sentinel repository.
Validation ran on macOS. No native Windows runtime test ran.
