Backport #17984 to dev/1.3.\n\nOriginal commit: c2fdc63\n\nConflict resolution:\n- Dropped the table-model enhanced IT change because dev/1.3 does not contain that test hierarchy.\n- Kept the existing dev/1.3 manual IT coverage, ValueConverter fix, and focused unit test.\n\nVerification:\n- mvn -pl iotdb-core/datanode -Dtest=ValueConverterTest test (failed before running tests due to unrelated existing datanode compile errors on dev/1.3, including ProgressIndex.isEqualOrAfter and DataNodeInternalRPCServiceImpl type mismatches; checkstyle and spotless passed before compile).
