Show Store listing state for public Actors in the CLI #1501

Description

@patrikbraborec

Problem

Once listing gates ship, a public Actor can be published but not listed in Store, or be at risk of delisting. Creators who work through the CLI only hear about it by email or in Console, which they may not open after apify push.

What we want

Warn creators in the CLI when their public Actors aren't listed or are at risk, the same way the CLI warns about rental Actors (#1347).

Requirements

P0

  • After any command, print a notice when the user has public Actors that are not listed or at risk of delisting: how many, plus a link to the details. Reuse the rental sunset rules: at most once a day per account, never in CI, never after a failed command, never when logged out, can be silenced with an env var, and never fails the command.
  • After apify push of a public Actor, print its listing state (pending, listed, at risk, not listed), the failed checks creators can see, and a link to the publication tab.

P1

  • apify push --json includes the listing state.
  • apify actors info shows the listing state next to PUBLIC/PRIVATE.

    The whole logic should not be blocking. The message should be only informative, no guidance.
