Introduces a new Vue.js-based frontend in the 'vigilant-engine-frontend' directory, including components, styles, and configuration files. Updates .gitignore to exclude node_modules. Replaces the static 'main/static/vigilant.html' with a minimal HTML file that loads the new frontend bundle. Adds related static assets and updates recovery static files.
Adds CMake logic to optionally build the Vite-based web UI before compiling the firmware. Ensures the web UI is built and up-to-date by tracking source changes and making the firmware build depend on the web build output.
Adds CMake logic to vigilant-engine-recovery to build the Vite-based web UI before compiling the firmware, with an option to disable via VE_BUILD_WEB. Updates main CMakeLists to depend on the web build, and adds new documentation and partition table files.

The APOGEE-Core repo is still based on a version of vigilant-engine from February. This PR rebases the repo onto the current vigilant-engine main branch.
