ci: Fetch grub-cc from Fedora Koji - #2575

The ELN latest image no longer provides a reliable source for grub-cc. Fetch the architecture-specific RPM from a pinned Fedora Koji build instead. This is temporary until bootupd supports installing grub-cc into the ESP. Assisted-by: AI Signed-off-by: ckyrouac <ckyrouac@redhat.com>

I think we need to just drop testing of grub-cc until it's a supported thing in practice because the koji build will be garbage collected at some point (unless it has a gold release tag)
