Align Traefik and its OpenTelemetry dependencies so the log SDK update compiles. Traefik 3.6.25 uses the old log SDK API; upgrade to Traefik 3.7.14 and its compatible OpenTelemetry 0.22 log packages, pinning Traefik's extracted dynamic configuration module to the same release commit.
Validation: all pre-commit hooks pass, all Go test packages compile, and the cluster-independent extension tests pass. Full unit and end-to-end tests run against minikube in CI.
