Disable safety feature in CI and project configuration

This pull request disables the safety feature in the project by removing related configurations and dependencies. The following changes were made:

• Removed the Safety GitHub Actions step from the workflow.
• Deleted the .safety-policy.yml file entirely.
• Updated the Makefile to eliminate references to safety.
• Adjusted requirements.txt and requirements-to-freeze.txt to remove safety dependencies.
• Modified project instructions in copilot-instructions.md to reflect these changes.

Validation was performed using make -n test and git diff --check, both of which passed successfully.
