Proposed incremental scope: an explicit selected-instance/model Claude interpreter, bounded tools-disabled SDK requests, exact saved-config/account/connection guards, and the existing strict settings-command decoder. This uses current Cafe SDKs and provider closures. Codex is explicitly unsupported in this slice: its current read-only sandbox alone does not establish a tools-disabled, control-sentence-only interpretation boundary. That remains a separate gap.
Prerequisites are fork draft102 and the reviewed provider-access/registry guard draft69. No generic coding CLI invocation, project context, model-authorized arbitrary settings, or live account calls in default tests.
