perf: misc improvements + android version change

This change makes several improvements and platform compatibility changes:

• Addresses MJPEG stream shredding on USB-2 devices via better handling of ERR and EOI
• Fixes buffer pool management defects w/ isochronous streams across preview and decode (jpeg) threads
• Eliminates a few frame copies and optimizes several other expensive operations
• Use a SurfaceView for non-compressed streams for better perf
• Fixes Lower API version support #5 by reducing min Android version to 9 (api 28) while increasing target Android version to 16 (api 36)
• Fixes [RFE] 1:1 scaling option #4 by adding a "1:1" toggle button that zooms the video so its pixel size matches the screen pixel size 1:1
• Fixes issue with zooming on non-16:9 tablets where the extra vertical space was not being used / remained black when zoomed in.
• Fixes issue where panning while zoomed + rotated caused the pan to move in the wrong direction relative to the touch drag direction.
• Updated the zoom slider so that the old minimum zoom (stretch to fit) is now the middle of the slider with a snap; this allows users with a stream that is smaller in resolution than the tablet screen to zoom out to 1:1 (4-edge letterbox) if desired.
