Summary

• vibe-setup-worker: when the real Clerk sign-in stack is needed and local.env has no Clerk keys, it does not fetch or type secrets; it tells the person to run ! just clerk-keys (after aws sso login if needed), then continues.
• Ship vibe 1.0.85: both manifests, README, CHANGELOG; the 1.0.84 version pin is retired and 1.0.85 pinned in a new contract test.

Test plan

• vibe pytest (426 passed), ruff check, tools/plugin-manifests vitest (12 passed)
