Identical content to #184, re-branched onto current main after #183 landed (ruleset requires up-to-date branches). Classification keys off the ESPN transaction type/status; the post-submit roster check is gated to waiver submissions so a next-period-effective FREEAGENT move no longer gets overridden to waiver_pending. Supersedes #184.
