What this PR does

Adds a banner to the README pointing contributors to the monorepo. The console UI has been vendored into cozystack/cozystack at packages/system/dashboard/images/console (cozystack/cozystack#2963), and this repository is being archived. Issues and PRs should be filed in the monorepo from now on.

Migration tracked in cozystack/cozystack#3097 — all 14 open issues were transferred to the monorepo and the 2 open PRs were re-applied in-tree.
