fix(mcp): bump rmcp to 3.5.1 so Claude Code 2.1.291 sees anthrex's tools; release 0.1.1 - #40

Claude Code 2.1.291 speaks MCP 2026-07-28 (server/discover, no initialize) and drops every tool from a tools/list result without the cache hints ttlMs and cacheScope. rmcp 3.4.0 left them out, so a scout never saw submit_scout_report and every profile detection failed with "the scout ended two turns without a report". rmcp 3.5.1 defaults the missing hints for such peers (modelcontextprotocol/rust-sdk#1308). Bump the exact pin of
rmcpfrom=3.4.0to=3.5.1. That release includes "default missing cache hints for 2026-07-28 peers" (modelcontextprotocol/rust-sdk#1308). The pin stays exact (decision 5), and no anthrex code changes.Test:
