Summary

Follow-ups from the review on opengeos#747, one commit each so you can drop any of them:

  • Themes instead of release numbers. Next is grouped by theme (fixes and quick wins, solid ground, expressions and cartography, data at the source, analysis, 3D scenes), with dependencies stated in the items: the expression engine comes first, and ArcGIS sign-in waits for the secret store. GEOLIBRE_PARITY.md and CONTRIBUTING.md name the theme too. This keeps the ordering that matters without it reading as @giswqs's release plan or going stale when something lands out of order.
  • What counts as Underway. An open pull request, or a claim on the issue in the last week. feat(symbology): add No Fill for polygon layers opengeos/RustGIS#745 (No fill) and feat(postgis): a PostGIS tab to connect, edit and save tables, refusing conflicts opengeos/RustGIS#671 (PostGIS save-edits) are added.
  • Coordinate first now also covers the .rgis format, existing command ids and parameters, and the plugin interface. AGENTS.md points to ROADMAP.md and CONTRIBUTING.md.
  • A goal: free and self-contained (pure Rust, with GDAL and DuckDB optional).

Not included: the testing list. I agree it works better as a pinned issue linked from the roadmap.

Testing

Documentation only. Checked that no version numbers are left in the three files and that the new links resolve.

Themes keep the useful part of the 0.4–0.9 grouping, the dependencies
between items, without reading as a release plan or going stale when
work lands out of order. GEOLIBRE_PARITY.md and CONTRIBUTING.md now
name the theme too.

…geos#671

A rule anyone can check on GitHub lets the weekly review start from the
open pull requests instead of memory.

The `.rgis` format, existing command ids and parameters, and the plugin
interface are depended on outside the code that changes them. Most pull
requests start from an agent reading AGENTS.md, so it now points at the
roadmap and the contributing guide.
