- PopupRepository.deactivateAll(): 활성화 직전 기존 활성 팝업을 일괄 비활성화 - AdminPopupService: 생성/수정/활성-비활성 전환 시 활성화되는 순간 나머지를 자동 비활성화 - GET /api/popup/list(리스트) -> GET /api/popup(단일 객체, 활성 팝업 없으면 null)로 변경 팝업은 여러 개를 순차 노출하는 게 아니라 항상 1개만 노출되는 정책이었음
