Conditional formatting expressions containing < or & now produce valid worksheet XML and retain their original formula text, including literal < strings. Formulas should be passed directly, without manual XML escaping.

The POI round-trip tests cover formula text, the formatting range, stopIfTrue, and the fill style.

Fixes #563.

Tested with mvn clean verify jacoco:report on Java 11 (204 tests passed).
