fix(ORS-1022): 被代理人「待我处理」收窄为轮次口径 - #327

- ticketFilters.ts：被代理人分支补 proxyRelationStatus=pending，acknowledged 在办单 不再因「关系存在 + 在办」常驻；真轮次交给「回合协商（被代理人）」分支判定， resolved 仍限已确认跟进（保持 ORS-818 口径） - 与提单人同口径：只在真正轮到他时出现，消除「没轮到我却挂在待我处理、 点开无可操作按钮」的语义失真 - 补 3 例回归：pending 常驻分支唯一、acknowledged 在办仅剩真轮次、 任何 principalBy 分支必须限定关系状态（declined 不进待办） - 知情权不受影响：related 分支的 principalBy 条件未动，「与我相关」仍含全部关系状态 验证：ticketFilters.test.ts 10 passed；tsc -b 0 error

背景
「待我处理」对代他人提单的被代理人采用了比提单人宽松得多的口径：只要我是被代理人且工单在办（
new/in_progress/pending），就常驻待办，不看是否已确认跟进、也不看是否轮到我。结果是一张自己没轮到处理的单长期挂在待处理列表里，点进去没有可操作按钮。提单人侧的口径是「轮到我」：处理人待办、待确认关闭、回合协商三条都带动作条件。本 PR 让被代理人回到同一口径。
改动
frontend/src/shared/utils/ticketFilters.tsproxyRelationStatus = pending：仅保留「待我确认跟进」这一真实待办acknowledged在办单不再常驻，真轮次由下方「回合协商（被代理人）」分支判定（接单人改过 step 且未协商一致）resolved分支不动，仍限已确认跟进（延续 ORS-818 口径）declined因所有principalBy分支都限定关系状态，不再进入待办明确不动
principalBy条件不动（含 pending / acknowledged / declined），知情权不受影响app/core/ticket_roles.py）不动：协商双方均可参与、任一方确认即视为协商一致验证
npx vitest run src/shared/utils/__tests__/ticketFilters.test.ts→ 10 passed（新增 3 例回归）npx tsc -b→ 0 error
