Add the new labels and tags for reporting highlights and spotlights

@tdykstra @wadepickett I haven't created the labels in this repo. As you review, let's make sure the config matches labels you want to use, and then we can update both.

@BillWagner, we would want to use the same labels being used for the dotnet/docs, so if these represent what dotnet/docs are to be using, I think we just want to accomidate. I added the labels to the repo just now.

What is the guidance for when these two labels should be applied? I will create them in this aspnetcore.docs repo, but I don't know when to use them yet. What does "SDLC" stand for?
