This PR simplifies the repository’s CODEOWNERS rules by replacing the long, directory-by-directory ownership list with a global default owner rule plus a single override for /msbuild.
Changes:
- Replaced the detailed per-directory CODEOWNERS mapping with a single catch-all
*rule. - Kept a special-case CODEOWNERS entry for
/msbuildto route reviews to@mauroa.
