C-Gate 3.3.x uses a JDK-internal XML serializer when Toolkit requests its database and unit catalogue. Java 17 blocks that package by default, so Toolkit establishes its secure command session but eventually reports No Catalog Available. Open the serializer package on modular JVMs while preserving Java 8 startup on the 32-bit add-on architectures.

Summary
Fixes the managed-mode Toolkit failure reported in #122 where the secure C-Gate session opens but Toolkit eventually reports “No Catalog Available”. C-Gate 3.3.x needs access to a JDK-internal XML serializer when serving its database/catalogue response, which Java 17 blocks by default.
This also releases that fix as 1.35.1.
