Consumer operations: qualify repeatable bound observation, durable transfer and packet-bound outcomes #65
The 0.4 shadow pilot produces a verified scope and packet, but repeated adoption still requires hand-written caller binding checks, a durable publication wrapper, full-history verification/transfer and packet-bound consumer outcome records. CI artifacts alone expire and do not establish durable private history.
Next increment: implement an explicit versioned adoption binding and observed invocation receipt; verify project/policy/engine/enabled state before collection or publication; add bounded deterministic private history export/import/audit and caller-reported task results tied to the original packet and acceptance. Preserve existing immutable core/work bundles, keep candidate generations separate, and never turn reported completion into independent review, merge or deployment authority.
Acceptance: offline CLI end-to-end and hostile archive tests; wrong/missing/disabled binding negative controls with no network/canonical publication (a disabled caller retains an operational receipt); repeated real external shadow generations and portable restore; calendar-day/gap reporting without claiming sustained calibration from rapid runs. Full provider collection throughput remains #62; private Actions billing remains #32 and exact-head GitLab approvals remain #58.
The bound observer, append-only invocation/result records, deterministic whole-project archive and protected caller recipes are ready for review. Disabled calls retain an operational receipt without network/canonical publication; wrong configuration fails before client creation. Transfer preserves immutable generations, packet-bound caller authority and candidate/latest separation.
All 2,307 offline tests and 148 command-line vectors passed locally, including synthetic repeated generation/restore, CLI end-to-end, malformed provider identities and hostile archive cases. The exact-head fork matrix is at https://github.com/abogun-product/Devostasis/actions/runs/37596631792 . Sustained B7 history, production caller activation and the existing #62 bridge qualification remain separate gates.
