test(cli): avoid subprocess suite hang

Draft PR to validate the CI test harness changes on a branch.

Changes:

• keep scratch CLI directory tests in-process so the suite does not invoke worker subprocesses through the test driver
• avoid the imported-syntax subprocess test in the main suite while still checking import-environment formatting per file

Local validation:
