fix(workflow): say why a /workflow launch was refused - #158
The bug. In the TUI, running /workflow:<name> for a workflow that does not exist showed:
✗ Workflow failed [workflow.failed]
cause typed TUI workflow launch failed: RuntimeUnavailable
next Inspect the workflow task details and retry from the failed step.
The runtime knew the real cause, workflow script `<name>` not found, but the typed launch path
dropped it. The advice was wrong too: no task had been created, so there was nothing to inspect.
The fix. The runtime now refuses a launch with a typed reply that carries its own message, and
the TUI shows that message:
✗ Workflow not started [workflow.not_started]
cause workflow script `missing_probe_workflow` not found
next Check the workflow name, then run it again. Type `/workflow:` to list the saved workflows.
Changes
Typed refusals in control_surface_workflow. A refused launch returns MutationReply::Uncommitted (Invalid or Stale) with the runtime's message. Before, it returned Err(SurfaceClientCommandError::RuntimeUnavailable). The codes stay inside the spec's closed
WorkflowControl list:
Reason for the refusal
Code
Unknown workflow, or an untrusted workspace (NotFound)
UnknownWorkflow
Invalid or missing args, invalid script metadata, a non-JSON or duplicate argument, a parent operation, a blank meta.name
InvalidInput
Another operation is running, background capacity is exhausted, or workflows are disabled
IllegalState
Stale catalog revision (the reply carries the current revision)
StaleRevision
Genuine runtime faults still return RuntimeUnavailable: other I/O errors, a missing task
registry or cwd, storage resolution failures, and id conversions. SurfaceClientCommandError
is unchanged.
A launch during a running turn. The TUI runs slash commands as soon as they are typed,
even mid-turn. The running-operation dispatch used to answer every workflow control with RuntimeUnavailable.
A Launch there is now authorized the same way as in the idle dispatch, and it goes through
the same path with the operation marked as running.
A fresh launch gets the IllegalState refusal: "another operation is running; run the
workflow after it finishes".
An exact retry of a launch that already committed still replays.
Stop, Pause and Resume keep their current reply.
Lazy cwd fallback in WorkflowRunner::prepare_launch. If the process cwd has been
deleted, a launch whose config names a cwd no longer fails. Without this, that failure would now
be reported as an unknown workflow.
TUI.
launch_workflow turns a refusal into workflow was not started: <cause>.
TuiDiagnostic::from_message presents that message as workflow.not_started before its
keyword classification runs, so words inside the cause cannot reroute it.
The next step points at /workflow: when the cause says "not found". Otherwise it asks the
user to fix the reported cause.
Command errors are described in words, not by their Debug name.
Eval probe.scripts/eval/workflow_mode_probe.py now passes the unknown-workflow case
only when the pane shows "not found" and contains no RuntimeUnavailable.
an unknown name: the exact cause, nothing created, and a valid launch afterwards still

Verification
Red check. With the old control_surface_workflow restored, the unknown-name test fails
with RuntimeUnavailable.
Tests, all serial (--test-threads=1) and passing:

cargo test -p orca-runtime --test runtime_surface_host

cargo test -p orca-runtime --lib workflow

cargo nextest run -p orca-tui --lib --profile ci-serial

Lints and validators:
clippy reports no warnings on changed lines;
rustfmt is clean;
all eight validator scripts that CI runs pass.
End to end.scripts/eval/workflow_mode_probe.py against a debug build passes 5 of 5 and
produces the pane shown above.
Not run locally: Windows. CI covers it.
Left as is
While a manual compaction retry is pending, a launch still gets RuntimeUnavailable, like
every other mutating command.
A launch refused after its script resolved, for example because of bad arguments, still leaves
the persisted script copy in the run directory. This was already the case before.
The hosted Workflow tool path (thread_actor_task_workflow.rs) has the same eager current_dir() fallback. It is a separate launch path, so this PR leaves it alone.
Summary by CodeRabbit
Bug Fixes
Workflow launch failures now provide clearer explanations for issues such as missing or disabled workflows, invalid arguments, stale workflow information, and insufficient capacity.
Launches attempted while another operation is running are rejected with a specific error instead of a generic runtime failure.
Configured workflow working directories are used as provided.
Improvements
The terminal interface presents workflow launch failures with a dedicated diagnostic and more relevant guidance.
Workflow launch failures now return typed runtime outcomes instead of collapsing into RuntimeUnavailable. The TUI preserves launch refusal causes in diagnostics. Launch requests during foreground operations are routed through authorization and runtime validation.

Idle and running-operation launch requests use the updated control method. The runtime maps stale revisions, invalid input, unknown workflows, and selected illegal states to typed mutations. Tests check refusal details and unchanged state. Configured working directories are used without calling current_dir().
The TUI reports specific launch refusal causes with a workflow-not-started prefix. Diagnostics classify these refusals separately and provide guidance for missing workflows. Tests and the probe check the revised output.

Explanation
Issue [#151] requires the TUI surface-command path to preserve actionable workflow launch causes and show the unknown-workflow cause. control_surface_workflow now returns typed uncommitted refusals with messages such as workflow script ... not found, while genuine command failures still use RuntimeUnavailable. launch_workflow carries refusal messages with workflow was not started:, and TuiDiagnostic::from_message renders workflow.not_started with cause-specific guidance. The added runtime, TUI, and integration tests cover the unknown name and other refusal causes.
Full details: Out of Scope Changes check
Explanation
The changes stay within issue [#151]. Runtime typed refusals, running-turn launch handling, lazy configured-cwd handling, TUI diagnostic formatting, regression tests, and probe validation support reliable cause reporting in the TUI surface-command path. The hosted Workflow tool path remains unchanged, as required by the stated scope.

Carry the workflow refusal code into the diagnostic.
surface_client.rs discards SurfaceMutationErrorCode and passes only the refusal message to TuiDiagnostic::from_message. The diagnostic then uses case-sensitive substring matching, so a changed or unrelated cause containing not found can receive workflow-name guidance.
Use a typed variant or stable code token instead of parsing the human-readable cause. The untrusted-workspace message currently does not contain not found, so checking that substring first is not a reliable correction.

select workflow-name guidance, removing the case-sensitive `not found` matching
