feat(boot): reconnect only storage for filesystem drivers - #130

Add a provides field to drivers, either any or filesystems. When every driver only provides filesystems, only disk and partition controllers are reconnected.

Drivers get a new
providesfield, eitherany(the default) orfilesystems. When every loaded driver saysfilesystems, Sprout reconnects only the handles with block, disk or disk2 I/O instead of every handle in the stack. Oneanydriver keeps the old behavior of reconnecting everything. Docs updated. Built and linted for x86_64 and aarch64; not booted.
