Fixes the failing CI fmt job on redesign-v1.
Mirrors CI's fmt job locally so formatting failures surface before a push instead of after. Versioned under .githooks/ and enabled per clone with `git config core.hooksPath .githooks`, documented in CONTRIBUTING.
