• Replace regex filtering with Git pathspecs covering production source, installers, and the central package version file.
• Compare HEAD against the nearest reachable stable release tag rather than only the previous commit.

• Compare against an empty tree when no stable release tag exists.
• Fail on Git diff errors while preserving main-branch and forced-release conditions.

Central package changes now trigger releases even when they update only test or build dependencies.
