What does this PR do?
Adds a typed trusted-native extension contract for content lists and the content editor. Native plugins can contribute isolated list columns, movable main/sidebar panels, and named host-owned slots without DOM injection or duplicated core chrome.
The first named slot is the core SEO panel body. A plugin may append to or replace that body while EmDash keeps the section heading and placement. If the plugin is disabled, does not apply, or throws, the native SEO body renders automatically. Panel ordering remains host-owned per user and collection, with pointer and keyboard controls.
