Basically a copy of the manylinux workflow and dev container Dockerfile. To be used in the main repo to build docker images with specific EOS releases

Dockerfile is a simplified version of the old devcontainer, workflow basically a copy of the manylinux workflow
I'm open to a better name than
analysiscontainerbaseif anyone has ideas
