[Bug]: Visual cursor misaligned horizontally when display-line-numbers-mode and hl-line-mode are enabled

Bug summary

idk how to explain it but i recorded a video on the bug and i have shown how to reproduce it

Steps to reproduce

1. enable both display-line-numbers-mode and hl-line-mode
2. zoom in C-x C-= or zoom out C- -
3. C-a and C-e

Expected behavior

The visual cursor/point should visually be ware it really is
regardless of whether global-hl-line-mode and global-display-line-numbers-mode are enabled.
