Summary

Advance the Python package to 9.0.1+exa.13 (python/Cargo.toml + python/Cargo.lock, nothing else). Same release procedure as #42: build the x86_64/aarch64 manylinux2014 wheels with .github/exa-release/reproduce-wheel.sh (pinned Rust 1.91.0 / Zig 0.16.0 / maturin 1.15.0 / protoc 24.4, two clean builds must hash-match), run test-wheel-s3.py, tag v9.0.1-exa.13 and attach the verified wheels.

Changes since exa.12 on this branch:

Verification on the branch head: full cargo test -p lance (2486 lib + integration/resource/doctests, 0 failures) and cargo test -p lance-encoding (482) passed on #44/#41; a commit/accumulate data-integrity suite (repeated merged Appends with idempotency keys, concurrent commits, merge_columns multi-file fragments, deletes, full read-back equality, cross-read with the exa.12 wheel) is running against a build of this head and its results will be posted here before merge.
