Hover message should show doc string for class when __init__ has none #5254
Description
Often, classes have doc comments but __init__ methods don't.
It would be nice and ergonomic if in that case hovering over the MyClass in something like foo = MyClass(bar) would display the classes' doc comment instead of... nothing.

My plan is to fall back to the class's docstring in the hover handler when init has none, and add a test for it. Could you assign it to me?
