Summary

Document the chat prototype's current status and backend prerequisites.
Replace the empty ChatPage stub with an accessible development placeholder.
Integrate ChatPage into the Dashboard Chat tab.
Remove the unused MessageCard stub.
Fix the ChatInput React hooks lint violation.
Add regression tests for chat isolation and input behavior.

Validation

Automated tests passed (61 tests)
Targeted ESLint checks passed
Production build passed
