Add a pre-EOF trailer assertion to the HTTP/2 streaming decoding transport matrix. The regression keeps trailer metadata deferred until the decoded body reaches EOF while retaining post-EOF trailer visibility across prior-knowledge, h2c-upgrade, and async transports.
Closes #1313
