docs(marketplace): quota-aware skill and an updated listing

Part of #74. These are the marketplace-side changes; the plugin listing gets updated once this and #76–#78 are merged.

marketplace/SKILL.md

• One page per batch: loads 50 bookmarks (1 request) instead of up to 10 pages. When the batch is empty, it offers to ride on to older bookmarks with the saved cursor, only if the user agrees.
• Quota: explains that every call counts against the user's shared monthly API quota.
• 429: honours retry-after up to a minute, retries once, otherwise stops and says the quota is used up. It never loops.

marketplace/listing.md (new)

• The plugin's Name, Link, Short description and About, kept in the repo so the next update starts from what is live.
• About changes: a new API quota section (a roulette load costs 2 requests plus 1 per shot), batches of 50 that move on to older bookmarks, "never asks for a personal API token" (feat(auth): make the deployed app OAuth-only #78), and the stored-data note now mentions the batch cursor (feat(roulette): play real bookmarks one page at a time, oldest-ward #77).
