fix(ci): 限制日常 Dependabot 版本更新范围

Summary

修正扫描目录后，Dependabot 首次扫描连续提出 Node 22→25、lucide-react 与 react-day-picker 大版本升级，以及包含 26 个包的混合次版本 PR。混合 PR 的 ESLint 与 E2E 检查失败。将常规自动更新限制在可独立验证的低风险范围，避免把需要迁移的版本变更当成普通维护合并。

• npm 常规版本更新仅允许补丁；补丁分组保留，Next 仍单独审查。
• Docker 常规版本更新允许次版本和补丁，阻止 Node 22→25 这类大版本跳跃。
• GitHub Actions 的分组策略不变。
• 根据 GitHub Dependabot 文档，allow.update-types 仅限制常规版本更新，不阻止安全更新 PR。
