Adds a GitHub Actions workflow that runs the helper tests on
ubuntu-latest,macos-latestandwindows-latestfor every pull request and for every push to main.The step uses bash on every runner so the globs expand the same way on Windows. The Windows run is the first time these tests have been run there; anything it turns up gets fixed in this PR.
